Finance (MoF) and the Ministry of Higher Education (KPT), formally launched the PerantiSiswa Keluarga Malaysia initiative today. However, registration for the programme will begin at 8:00 AM on 15 April via the K-KOMM website's PerantiSiswa portal. The ministry also released the entire minimum requirements for the tablets that would be delivered to qualified students during the launch event.
PerantiSiswa Tablets Registration Is Now Open
Apparently, the PerantiSiwswa Tablets Project will be administered by a special management unit under K-Infrastructure KOMM's and Application Division. The team aims to distribute tablets to 350,000 students in the year 2022. Students can expect to receive the tablets beginning in June, although K-KOMM has reaffirmed once again that they must return the devices at the conclusion of their studies, as has been previously reported. Will this program be feasible?

Minister of Communications and Multimedia Annuar Musa stated on the occasion that the procurement procedure is entirely up to the MoF, as K-KOMM simply offers the program's guiding principles. He does, however, guarantee that the tablets will be manufactured by respectable companies and will not be white-label OEM gadgets. In other words, these tablets that will be "leased" out to undergraduate students will be of relatively high quality.

Indeed, he stated explicitly that if one does not bring home a four-figure salary, one cannot purchase such a tablet. A big claim if you ask me. However, when the program's RM 450 million budget is considered, the average cost of each tablet for 350,000 students comes to roughly RM1,285. With this budget in mind, what do you think the students will be receiving. Great to know that a stylus pen and an external keyboard will be included. Could it be a Nokia T20 Tablet, Huawei MatePad? We are all still in the dark.
350,000 Eligible Students Will Each Get a Tablet
Annuar also stated during the speech that he will discuss the tablets in greater detail in an interview next Monday and will also announce the brand provided he receives that information from the Ministry of Finance on time. He did, however, state that the devices will most likely not be manufactured by Samsung or Apple. This is a bummer, no? The following are the terms of conditions to be eligible to be one of the recipients of the PerantiSiswa Tablet.

Terma dan Syarat Permohonan PerantiSiswa
- Pemberian satu (1) unit peranti adalah untuk pemohon yang memenuhi syarat-syarat umum kelayakan PerantiSiswa seperti berikut:
- Warganegara Malaysia;
- Daripada kategori keluarga B40 iaitu pendapatan isi rumah RM4,850 dan ke bawah;Warganegara Malaysia;
- Sedang mengikuti pengajian di peringkat Diploma, Diploma Lanjutan atau Ijazah Sarjana Muda;
- Bukan pelajar tahun akhir pada tahun 2022;
- Mengikuti pengajian secara sepenuh masa; dan
- Tidak pernah menerima bantuan peranti daripada mana-mana program di bawah Kerajaan.
- Inisiatif ini hanya melibatkan pemberian peranti tanpa pelan data Internet.
- Peranti akan diberikan secara Kaedah Guna Pakai (KGP) kepada mahasiswa dan perlu diserahkan semula mengikut kaedah yang ditetapkan setelah tamat pengajian atau dalam tempoh yang ditentukan oleh Pentadbir Program.
- Peranti perlu dipulangkan apabila mahasiswa tersebut:
- menamatkan pengajian;
- berhenti pengajian;
- dibuang pengajian;
- menyalahgunakan peranti yang dibekalkan sehingga mendatangkan kemudaratan atau menyalahi undang-undang negara; atau
- melanggar apa-apa syarat yang ditentukan oleh Pentadbir Program dari semasa ke semasa.
- Penerima peranti perlu melaporkan kerosakan, kehilangan atau kecurian tablet tersebut melalui kaedah pelaporan yang akan ditentukan kelak untuk tindakan lanjut oleh Pentadbir Program.
- Pentadbir Program atau mana-mana pihak yang diberi kuasa oleh Pentadbir Program berhak untuk mengarahkan penerima peranti untuk menyerahkan tablet tersebut untuk diperiksa pada bila-bila masa.
- Penerima peranti adalah bertanggungjawab untuk menjaga keselamatan peranti yang diterima.
- Penerima peranti juga perlu memastikan peranti yang diterima tidak diconteng, ditulis atau dibuat sebarang jenis perlakuan yang boleh mengakibatkan kerosakan atau kecacatan kepada peranti tersebut.
- Penerima peranti perlulah mematuhi peraturan/polisi keselamatan siber IPT atau agensi-agensi kerajaan yang berkuatkuasa.
- Peranti hendaklah digunakan dengan sebaik-baiknya untuk pembelajaran kendiri dan tidak digunakan untuk mengakses laman sesawang yang menyalahi undang-undang negara.
- Penerima peranti yang melanggar apa-apa syarat atau menyebabkan sesuatu kehilangan atau kerosakan ke atas peranti disebabkan kecuaian boleh dikenakan penalti yang akan ditetapkan oleh Pentadbir Program.
- Penerima peranti adalah tertakluk kepada terma dan syarat-syarat lain yang ditetapkan oleh Kerajaan dari semasa ke semasa.
The main takeaway from the terms and conditions to be an eligible recipient of the PerantiSiswa Tablet is that the student who applies should be from a B40 family. In other words, the household income of the student should be less than RM4,850. Do note that, the Internet data plan will not be included so students will need to fork out their own money for it. I foresee that the tablet will have restricted access to websites and apps since this is considered to be a government property that needs to be returned eventually.
